Cooperatives Law

This Law determines the establishment, organization and functioning of cooperative organizations, which are associations of people that have a distinct legal personality, and which promote the interests of their members in accordance with principles of mutual responsibility, self-help, democracy, equity and equal participation.

Insolvency Law

 

Law Nº12/2009 of 26/05/2009 relating to commercial recovery and settling of issues arising from insolvency

This Law determines the rights and obligations of creditors and debtors when a trader or company becomes insolvent (unable to pay its debts as and when they fall due).

Intellectual Property Law

 

Law N° 31/2009 of 26/10/2009 on the protection of intellectual property

This Law creates rights in intellectual property for creators, inventors, innovators, industrial designers and authors, sets out how those rights are to be obtained and enforced, and the limits to those rights.

Mortgages Law

 

Law N° 10/2009 of 14/05/2009 on mortgages

This Law stipulates the rights and obligations of mortgagors (borrowers) and mortgagees (lenders) in respect of loans secured by a mortgage over real estate.

Movable Property Law

Law N° 11/2009 of 14/05/200 on security interests in movable property

This Law stipulates the rights and obligations of borrowers and lenders in respect of loans secured by movable property.

Negotiable Instruments Law

This Law relates to negotiable instruments such as cheques, bills of exchange, promissory notes and warehouse receipts.

Small Business Orders

 

Law N°01/09/MINICOM of 08/05/2009 Ministerial Order determining small private limited company

Law No02/09/MINICOM of 08/05/2009 Ministerial Order relating to business of low income

These Orders set the maximum annual turnover for a company to be considered a small private limited company for the purposes of the Companies Law, and determine the modalities of registration, the nature and organisation of businesses whose income is less RWF10,000 per day, for the purposes of the Companies Law.

This Law governs gaming activities and establishes the licensing procedure, monitoring and regulation of gaming activities.

Mining Licenses Law

 

Ministerial Order N°003/MINICOM/2010 of 14/09/2010 on requirements for granting the licence for purchasing and selling mineral substances in Rwanda.

This Ministerial Order determines the procedures for requesting licenses, the conditions and classification of mineral substances, and the procedures for license limits on mining and quarry extraction.

Petroleum Law

 

Law No 85/2013 of 11/9/2013 regulating petroleum and petroleum products trade in Rwanda

This Law governs the trade of the petroleum and petroleum products in Rwanda, including liquefied gas and industrial petroleum products, and applying to the import, export, transportation, processing, storage, distribution, wholesale and retail sale of those products.

Tourism Law

 

No 12 ter/2014 of 19/05/2014 Law regulating the Tourism Industry in Rwanda

This law regulates the tourism industry and provides for the licensing of tourism businesses including accommodation establishments; restaurants, bars and night clubs; tour operators and tour guides; tourism information providers and cultural tourism providers.

Special Guarantee Fund Ministerial Order

 

Ministerial Order Nº18/2012/Minicom of 27/07/2012 determining the modalities of transfer of five percent (5 %) of gross annual income that the organ in charge of tourism gains from tourism activities to the Special Guarantee Fund (SGF)

This Order requires that five percent (5%) of gross annual income gains from tourism activities be transferred by the Organ in charge of tourism to the Special Guarantee Fund for accidents and damage caused by automobiles and animals.
